ConvertXtoDVD is a great tool for creating DVDs. It supports almost all common formats of video files, and all DVD features like menus, different chapters, subtitles, etc. are customizable. You can even add a separate video, audio, etc. for a chapter title menu.
The video conversion is fairly fast. I was able to convert a 700 MB DIVX with this program on my P4 in only 1 hour (while using Media Player and working in Word 2007 in Vista). This program doesn’t have the GPU acceleration feature that many other new programs incorporate, but the processor priority levels can be easily changed, so that we can use other Windows applications while the program is running.
The program includes many customizable options: deinterlacing and video resizing methods, DVD menu templates, encoding quality, target size (single layer or dual layer DVD), looping, and some others. It can burn a DVD after the file conversion is finished. One thing I especially liked was the audio commentary on the conversion status.
The new version of the program has been optimized for Vista and Windows 7 32 and 64-bit versions.

The challenge here is that, whenever i convert and burn my DVD, the video doesn't start straight away, it at times starts after a minute and a half or at times 2 minutes.
Also whenever I select the mp4 file (in the drag and drop panel) and then play it in the editing preview tab, it does not start at 00:00:00 but at times starts at 00:01:38 but the video is fine.
So whenever I burn there is always a problem because in my DVD, the video seems to be be in pause mode until the counting time reaches the 00:01:38 time frame where it may start automatically or doesn't play completely... please help.
